Beginning in September 2019, families caring for children with disabilities, regardless of age, will be able to use the Family Card, which will provide discounts on goods and services provided by partners. A family card provides special benefits, services, privileges, or discounts on goods and events, but does not replace a bank card. Family card holders gain access to one-time or multiple card partner discounts, both in the public and private sectors.

It enables public and private legal entities to support large families and families caring for a disabled child through discounts, benefits and privileges at national and regional.

How to use?

One free card will be sended to the family – it will be available to anyone in the family whose names appear on the card. The second and subsequent ones will be available on request.

Family Cards will be available to large families with children with disabilities.

A large family is a family with 3 or more children, adopted or foster children under the age of 18. Large families include children under the age of 24 if they are not in employment, have no children of their own and are studying in a comprehensive school, a vocational school under a formal education program or in a higher education institution under a full-time study program.

As a member of a large family, an adult child remains in a general education school until September of the year traditionally the beginning of university or vocational education.

A large family can have two parents or one parent. If the couple is divorced, the parent who has 3 or more children living with him / her is left with the status of a large family.

If a divorced person creates a new family with a person who also has children, the number of children in the family is estimated as a whole.

A family caring for or caring for a disabled person – a family in which one of the parents is designated as the guardian of an incapacitated person, caring for or caring for a disabled minor or 55 percent of the disabled. and an adult child with reduced working capacity. The child may be of legal age, but must live with his parents.

The Family Card guarantees special benefits, services, privileges or discounts on goods and events. Family Card holders gain access to one-time or multiple card partner discounts, both in the public and private sectors. The discount basket will be constantly changing.

At any moment, you can become a card partner and contribute to the well-being of families. The content of the card depends on our initiative.

The Family Card will be produced in accordance with the information provided in the Family Support Information System (SPIS) and sent to the actual or declared place of residence. Priority will be given to the actual place of residence. Before that, however, families will receive emails requesting consent for a Family Card. Without such consent, the Family Card will not be produced and downloaded for enhanced personal data protection.

If family data is not available in SPIS (this can happen if the family did not fill out the child’s money application), it is worth registering and applying online at www.spis.lt.

If you do not wish to register with the system, the family will be able to obtain the card by filling in an application with the Department of Social Services (SPPD). The request may be made in writing. It can be sent by post or delivered on arrival at the ICSD. The application form is approved in the Family Card procedure and copies of attached documents must be certified.

There will be one free card for the family, which will be available to anyone in the family whose names appear on the card. If family members wish to use the cards separately, additional copies will have to be ordered and the production and personalization costs will be reimbursed. The family card will have to be used in conjunction with the identity document.

The family card will be activated the first time you join the discount system.

If a family card is lost, damaged or personal data changed, its holder will have to notify the Department of Social Services.

The card will be valid for 5 years from the date of manufacture or until the requirements for the card holder.

Public and private legal entities are invited to join the Family Card program. They can offer discounts at three levels:

  • Guest Card: By electronically cooperating with the Department of Social Services on one-off discounts, granting the right to use the card badge at the time of the discount and enrolling in the card list;
  • Card Friend: Provided that you have a written cooperation agreement with the Department of Social Services for at least 3 months, providing you with other discounts each month, with the card badge issued by the Department of Social Services card badges and inclusion in the card list;
  • Card Partner: By entering into a written cooperation agreement of at least 6 months, with commitments to provide contract discounts for the entire duration of the agreement, the right to use the card badge, and information on all forms of card publicity, including card stands , affiliate section of the site, stickers, banners, inclusion on the map map.

After choosing one of the discount levels, a public or private legal entity must submit an application to the Department of Social Services by filling out an application form on the card’s website.

The guest, friend or partner of the card, after signing a contract with the Department of Social Services, is issued with a family card badge, which is used at the discount point during the discount period. Upon expiry of the Card Partner’s discount period and without renewal, the Card Partner loses the right to use the Card badge.
