Family Cards can be used by large families and families that care for children with disabilities, despite the age of the children.

A large family refers to a family with 3 or more children, adopted children or children in permanent care up to 18 years old. The concept of a large family also includes children, younger than 24 years, if they’re unmarried, don’t have children of their own and attend a general education school or a vocational school, studying according to a formal education programme for their first qualifications or are enrolled in university studies according to a full-time study programme.

An adult child remains a member of a large family until September of the year that he or she has graduated from a general education school, which is the traditional beginning of an academic year at universities or vocational schools.

A large family may have both or a single parent. Should a couple divorce, the status of a large family remains with the parent, who, by the court’s decision, continues to raise 3 or more children.

Should a divorced parent with children create a new family with a person, who also has children, the number of the children is added up.

Family caring for or nursing a person with a disability refers to a family where parents live with a child with a fixed level of disability or an unmarried person of working age with a special need for permanent care (assistance) or with a special need for permanent nursing.

Before that, however, a duly completed application and documents must be submitted to the SPIS or delivered by hand or posted. 

The application can be filled in on the website spis.lt, fill it in writing (the application form can be found on the website www.seimos-kortele.lt) and sent to the Department of Supervision of Social Services by post at 13 A. Vivulskio str., 03115 Vilnius, or submitted directly to the department upon arrival.

The Family Card guarantees special Privileges: preferences, additional services, discounts, gifting and/or other types of promotion initiatives on goods and events. Family Cardholders gain access to one-time or multiple card partner Privileges, both in the public and private sectors. The Privileges basket will be constantly changing.

At any moment, you can become a card partner and contribute to the well-being of families. The content of the card privileges depends on our initiative.

The Family Card will be produced in accordance with the information provided in the Family Support Information System (SPIS) and sent to the actual or declared place of residence. Priority will be given to the actual place of residence.

Before that, however, a duly completed application and documents must be submitted to the SPIS or delivered by hand or posted to the Department of Supervision of Social Services under the Ministry of Social Security and Labour by the applicant to the following address: A. Vivulskio st. 13, LT-03221 Vilnius, sppd@sppd.lt. Aplicant will receive a Desision of Family Cardholder status.

If family data is not available in SPIS (this can happen if the family did not fill out the child’s money application), it is worth registering and applying online at www.spis.lt.

If you do not wish to register with the system, the family will be able to obtain the card by filling in an application with the Department of Social Services (SPPD). The request may be made in writing. It can be sent by post or delivered on arrival at the ICSD. The application form is approved in the Family Card procedure and copies of attached documents must be certified.

There will be one free card for the family, which will be available to anyone in the family whose names appear on the card. If family members wish to use the cards separately, additional copies will have to be ordered and the production and personalization costs will be reimbursed. The family card will have to be used in conjunction with the identity document.

The family card will be activated the first time you join the Privileges system.

If a family card is lost, damaged or personal data changed, its holder will have to notify the Department of Social Services.

The card will be valid for 5 years from the date of manufacture or until the requirements for the card holder.

Public and private legal entities are invited to join the Family Card program. They can offer Privileges at three levels:

• Guest Card: By electronically cooperating with the Department of Social Services on one-off Privileges, granting the right to use the card badge at the time of thePrivileges and enrolling in the card list;
• Card Friend: Provided that you have a written cooperation agreement with the Department of Social Services for at least 3 months, providing you with other Privileges each month, with the card badge issued by the Department of Social Services card badges and inclusion in the card list;
• Card Partner: By entering into a written cooperation agreement of at least 6 months, with commitments to provide contract Privileges for the entire duration of the agreement, the right to use the card badge, and information on all forms of card publicity, including card stands , affiliate section of the site, stickers, banners, inclusion on the map.

After choosing one of the Privileges levels, a public or private legal entity must submit an application to the Department of Social Services by filling out an application form on the card’s website.

The guest, friend or partner of the card, after signing a contract with the Department of Social Services, is issued with a family card badge, which is used at the discount point during the discount period. Upon expiry of the Card Partner’s Privileges period and without renewal, the Card Partner loses the right to use the Card badge.
